Power consumers in Pakistan are set to receive a welcome relief in their November 2024 electricity bills. The ex-Wapda distribution companies (XWDISCOs) have proposed a refund of Rs. 0.7057 per unit, reflecting an overpayment made in September. This refund will be issued to all consumer categories except lifeline users, households consuming up to 300 units, electric vehicle charging stations, pre-paid electricity users, and agricultural consumers.

CPPA Files Petition with NEPRA

The Central Power Purchasing Agency (CPPA) has filed a petition with the National Electric Power Regulatory Authority (NEPRA) to finalize the fuel price adjustment (FCA) for September. NEPRA has scheduled a public hearing on October 30 to assess the justification for the proposed adjustment and ensure compliance with the economic merit order (EMO) for power dispatch.   

Consistent FCA Reductions

This marks the third consecutive month of FCA reductions, following a prolonged period of increases from January 2023 to June 2024. In July’s FCA decision, NEPRA directed distribution companies to refund Rs. 0.369 per unit in the September bills.

September’s FCA Calculation

The CPPA’s petition states that the reference fuel charges for September were Rs. 9.8006 per unit, while actual costs were Rs. 9.0949 per unit. This difference of Rs. 0.7057 per unit is the basis for the proposed refund.

Overall Relief for Consumers

The consistent decline in FCA charges provides much-needed relief for power consumers in Pakistan. It is important to note that the final decision on the refund will depend on NEPRA’s assessment of the CPPA’s petition.
